Why is State not saving in Customer Address?

We are encountering an issue where the State on a customer's address is not being saved on the record and this is affecting the taxation. This only happens on "individual" customers, not companies.


We enter a state and save it. It appears to work because the address correctly displays the State in the address field. However, if you edit the address again, the State will have disappeared from the field. We tax based on customer address and the State field being empty is causing these customers to not be taxed.
