As a note, understand how promotion url's work. The last I checked, promotional URL's did 3 redirects to get to the correct page. Search engine bots do not like this at all.

The only way I have seen is to use an iframe It is not the prettiest solution in the world but it works.

In the shipping area, there is a setting for 3rd party billing but I have not tried that to see how it works. Have you tried this?
