Update. The bytecode (byte order mark or BOM) is placed in the HTML file to support Unicode encoding. NetSuite evidently does not support Unicode encoded files and is reacting to this BOM by prepending a comment tag and additional spacing (have no idea why). Is there a fix planned or workaround for this?

You should be using the label as the field as this is unique and within the csv template the column should read Custom:Price. where the Label of the field is Price.
