This was resolved with a NetSuite Support Case #6464484 Basically, we had to go to SETUP>ACCOUNTING>SHIPPING and clear the FIELD named DEFAULT SHIPPING METHOD. That allowed the MANAGE INTERCOMPANY SALES ORDERS function to work again.
