Use of Benefits Billing functionality when Benefits administered by a third party

Hello! I'm wondering if it is possible to use the Benefits Billing functionality even though my client is going to have its benefits administered via a third party (bSwift).
As some background: they purchased the whole OC HCM Suite and are planning to run everything else on OC (Payroll, finances, HCM) except for their benefits administration. They are planning to integrate their third party benefits administrator via payroll deductions and will NOT be setting up benefits plans in Oracle Cloud because they will be administered in bSwift. If they do not set up benefits plans in OC and are planning to go the payroll deduction route, is it still possible to use the benefits billing functionality in OC?
