Matrix Manager Access Control in Goal Management

We are using a Matrix Manager configuration to define Functional Manager. in Goal Management and I'm facing an access control issue that I could really use some help with. Here's a brief summary of my situation:
We are using both Line Managers and Functional Managers in Goal Management. Line Managers are responsible for setting and updating goals for their direct reports, while Functional Managers have a supervisory role and can provide input and guidance on goals, but cannot directly edit or update them.
The specific issue I'm facing is that I need to provide different access levels to Line Managers and Functional Managers in Goal Management. Specifically, I want Line Managers to have full access to add, update, and edit goals for their direct reports, while Functional Managers should only be able to add new goals with a weight of 0, but not edit or update existing goals.
