Automatically Allocate Checklist by Individual Compensation

Hello I am testing out if I can get to automatically allocate a checklist to a worker after adding an individual compensation plan by using the Event of Individual Compensation and selecting the plan name that I want to be the trigger for the allocation. When I added the said plan to a user, nothing happened. Is this an expected behavior?
