EL Expression Not Working to Hide Goal Fields For Specific Goal Plan

Summary:

Hello,

We have a requirement to hide certain fields on the goal page for two specific goal plans.

I have used below expression:

#{(pageFlowScope.params['pSelectedGoalPlanId'] != '300000031299750') or

(pageFlowScope.params['pSelectedGoalPlanId'] !=  '300000031321195')}

This expression is working but it is hiding the fields such as start date for all goal plans available despite i have restricted it using specific goal id,

Please advice.
