How to only allow HR Users to see Add button in Competencies of Performance Documents

Summary:

Hello Team,

Our client is having an issue, they only want HR Users to have access to the Add button of Competencies in any Performance Document using My Client Group while if the same HR users goes to Me or My Team, the Add button must be hidden. That way only those with access to My Client Group » Performance can change the Performance Documents' Competencies

My Client Group » Performance » Performance Documents » Select Worker and respective Performance Document » Leadership Competencies » Add button.

We tried using EL Expression of Performance Role but it does not work.
