Caching / Update issues

This is a general question about Netsuite but as it seems to affect me most when using Workflow, I've posted it here.
I know all about clearing local browser caches when wanting to see changes on forms etc., but I am noticing several times that it can take some time for a Workflow to update.
Say for example I change a 'set field value' to trigger on entry instead of before record load, because it wasn't working. Yet when I test it, it still *appears* not to work. However, leave it may be 1/2 hour, and it does work.
It makes some areas of development very difficult, as you are left wondering whether the changes you've made worked, didn't work, or weren't even being executed as NetSuite was still running an old version.
