Amex declined because authorization came from Public Network
Since we switched to Cybersource we have increased number of declines. While generally it is the card or the customer that's part of the issue, we found a case where a card was declined many times in Netsuite but went through in Virtual Terminal. We dug deeper, and our merchant account rep came back with an answer after contacting the payment processor (Tsys/Vital) "Amex declined this card because those authorizations came from a Public Network". If this is true, then Amex has some kind of security mechanism against frauds and what not, AND Netsuite servers are somehow considered Public Network.
