Is Department or Sublocation best to classify activity in a specific section of warehouse?

We are expanding our warehouse with addition of a dedicated subassembly production area. Production of these subassemblies were previously manufactured by 3rd party. Company currently utilizes multi-location feature in NetSuite and has 8 active Locations. The warehouse with expansion is company's main facility currently including office, finished product manufacturing, storage and distribution functions. Company is looking for best NetSuite feature to categorize Inventory and Transactions within new subassembly production area. Would use of Department (not currently utilized in Company's NS account) or Sublocations be best?

If Sublocations would be best, then should at least 2 Sublocations be created; one for existing area functions and one for new subassembly area?
