Basic Help - Screen Size/Responsive

At the risk of turning this thread into "help me build my website" I will try to keep this question simple.  Coming from building websites with great tools and self help options, building this site in Netsuite is like being back in the dark ages.  I have a hammer and a saw and am tasked with building a masterpiece....

Okay complaining done with.. 

I need to get my website to be somewhat responsive so it is a better experience for mobile users.  I would like to start this process by first making the main content area fit the whole screen, rather than the old angelfire "use only the middle part of the screen content area".  Where am I looking in sitebuilder to fix this.  I feel like everything is scattered everywhere and I can't find the code.
