SavedSearch/Report that finds sets of items to report number of possible builds..

I've been asked to build a saved search that I'm currently not certain how to execute, but will be reporting my progress and asking for help here.

My colleague wants to be able to look at a location and for the search to go "I see that in this/these location(s) you have 2 wheels, 1 frame, 200 chain links, 1 pair of front brakes, 1 pair of back brakes and thus you would be able to build X number of bikes."

We are using a manufacturing template of NetSuite, but we mostly use it for managing BoMs and Assembly items which we send to our suppliers. So perhaps there's already a feature in NetSuite that can do this for me if configured?
