Prevent Certain Roles/Users from Changing Bill To Address

Is there a way to selectively restrict access to changing Bill To on orders?

We do not want our warehouse team changing the billing information since many of our customers will not pay a bill that does not have exact matching information.

They may need to still change Ship To, so that's probably going to add to the challenge, but I would like to know my options.
