Landed Cost on Inbound Shipping

I'm currently testing landed cost on inbound shipping and it is only letting me add landed costs when the shipment is To Be Shipped. Last I checked landed cost means costs that are "landed", i.e. already received and includes customs and duties, and freight. Entering landed cost when shipment is To Be Shipped is useless.
