"Go To Record" Workflow from Button

I have a custom record and I added workflow with two states.  The first state adds a button.  The second state is set to "Go To Record" of a new, different custom record.  I have a transition between them but when I click the button (in view or edit, although I want it in view mode) nothing happens.  It does not navigate to the record.  Is there something I'm missing?

Eventually, I want it to go to a new record and pass in a value to set on the new record, but I figured I'd get the navigation working first.
