Create Note records via SuiteScript?

Looking at the records browser, the only required field for the Note record is the "note" ("Memo") field, but, of course, one cannot create a standalone note record.

How, then, do I associate a note with another record? Do the fields "record" and "recordtype" have anything to do with it?
