Can you create an NS Administrator w/o Payroll rights?

Hello,

Is there a best practice for creating an 'almost' Netsuite administrator that could do pretty much everything except see payroll data, employee data and make custom roles that would include access to those areas? I would really like my IT guys to take over some more work, but giving them access to payroll is an issue.
