Guidance on using Other Name or Vendor

I've been tasked with cleaning up a bunch of duplicate records, usually it's a pair consisting of Other Name and Vendor records.  I found myself stumbling with each one, unable to confidently make the choice of which is correct.  I realize that each company may have their own criteria, but I'm be interested in what some of you think.

For example, is a bank a Vendor or a Other Name?  Here are some more examples:

[*]DMV
[*]Insurance
[*]Restaurant (office meals)
[*]Rent
[*]Magazine subscriptions
[*]Google AdWords
[/LIST]
