Invoicing and PayPal is not an option when converting quotations.

When we prepare a quotation for a customer and the customer wants to convert it to convert it to an order in the customer centre of our website, he does not get the option to pay with PayPal nor does he have the option to have the order invoiced/billed if he has a credit account. Is there something wrong with our set-up or is this a bug?
