Major PayPal Error!!! Please help!!!

This one just showed up today and we are getting pounded with support calls.  When a client checks out and clicks the Pay with PayPal button, they are redirected to PayPal and get the following error:

"Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address."

I have tried this myself and also get the error.  It does not seem to be related to any one address or account.  Any ideas?
