Viewing deleted contacts or restored deleted contacts

Hi

I have a user who claim that someone has deleted a contact that was created under a prospect customer. Just wondering is there any way of finding out which user deleted the contact? Is there a system log somewhere? I have looked at setup - users/roles - manage user and can't find any function that shows this.

Also, can a deleted contact be restored. Apprecitate any assistances here.
