Transaction Item Options - Sourcing Problem

I have a Transaction Item Option custom field that is type = List/Record of a Custom Record (called "Licenses").  I would like to filter the item option list by the Customer field on the "Licenses" Custom Record... so that when creating a Sales Order for a specific Customer only their associated "License" records will appear in the Item Option dropdown menu.

I've tried dozens of combinations of Source/Filter By and none of them seem to work... they either return ALL the custom records or NONE of the custom records.

Any ideas on what combination of Source/Filter would work?
