Bogus Cannot Over Fulfill Error - Help

Our fulfillment department is suddenly & randomly getting the error message "You can not over-fulfill an item unless you have selected the 'Allow Overage on Item'".

The problem is, the fulfillment is NOT over-fulfilled, Netsuite processes the fulfillment anyway, but the opportunity to print an integrated shipping label is gone! I can find no rhyme or reason to these occurrences. Anyone have any insight?
