Trouble posting a Journal Entry in Prior Period?

We are trying to post JE's with a date of 2/7/13 but post them in Jan13.

We have been able to do this previously.  Now our end users can't do it. 

Our admin using admin rights can copy the JE and make the changes and save it but that's not an acceptable method.  The Admin cannot change the original entry posting period.

Anyone have any ideas what we could look at to fix this?  or if this is a Netsuite bug?
