PayPal Order Problems

We've had 3 PayPal orders since Sunday that have entered NS with no PayPal tran ID.  The order stays in a Pending PayPal Authorization status.

This seems to have started for us in June of 2012.  We have gotten about 1 or 2 per month since 6/2012.

In May of 2013, I opened a case with NS was told there was an issue with "PayPal APIs and Express Checkout" and was attached to the following defect:  Defect 242736. 

They assured me the defect was resolved; clearly it's not. 

I opened a new case with NS this week and was attached to the same defect above. 

Is anyone else having this problem?
