add a new shipping address without permission to edit customer record

Our sales person role only has permit to "view" customer record. As we don't want them change the customer's financial information. Only accounts and Admin can edit customer record.
Our sales person role need to add a "-new-" shipping address in a sales order when they find the customer always send to somewhere.
They can always do it until 2 month ago. They only have "-custom-" in the shipping address in the sales order now.
We find we have to give the role "EDIT" or "Full" access to the customer record then the "-new-" will show on customer's shipping address list.
