What determines when lastmodifieddate is updated?

Every time any customer record is submitted, even with no changes, its lastmodifieddate is updated. Why is this?

Help and Suite Answers do not say what causes lastmodifieddate to be updated - I just searched both.

What determines when lastmodifieddate is updated on a customer record?
