Duplication Detection

How can you prevent duplicates from being created when importing?  Does duplication detection assist with this when activated?   Most times duplication's need to be recognized according to address domain, phone & address info if company name is different.  Duplication's are being created due to case sensitivity.  We have hundreds of duplication's created due to importing.  I just want them to be blocked so i can research each individually.  Also, i am finding that duplicate addresses are being added (this is also do to case sensitivity).
