Metering Question

Let's say I have a small script set AfterSubmit of a custom record. Let's say its a small script, using maybe 30 units.

Is there some sort of second layer of metering that comes into play, if I were to import like 10 000 of my custom record? Taken as individual executions, they are fine. But does Netsuite run a second level of metering on the whole bunch, as they are run closely together?
