Access to Sales Territories

I can't seem to find a programmatic way to access the Sales Territories.  We have almost 200 territories and reps are added/moved between them frequently.  Maintaining this process manually is quite cumbersome.  I was hoping there was a programmatic way (scripts, webservice, anything)... where I could programmatically add/remove people from specific territories.

Any ideas?
