Credit Card Processing

Getting Declined messages or error messages stating "credit card numbers are between 13-20 characters".  We are trying to get authorizations for credit card charges via the Sales Order.  Unfortunately only Admins are able to process the credit card with any success.  Other roles, although able to do a credit card authorization, throw the above error.  I believe it is due to the credit card number being hidden once saved, ************4389.  This is a new problem since v11.
