Promo Codes / Coupons are a joke!

Uh - really - no one has brought up this issue that there is no control over the promo codes and setting a minimum order amount!?  So I give the customer a coupon code for $20 off their next order and he goes and places an order for $15.  Now I owe the customer $5!  Who's the genius behind the NetSuite Promotion Codes!
