Budgets for 2007

We have a small business account & we have our budget in for 2006, now we want to put our 2007 budget in.  We created the 2007 accounting periods, went to "Set UP Budgets", entered the year 2007 & it just sits there with an hour glass, if I change the year to 2006 it pulls up our old data.  Am I missing something, why can't I enter our 2007 data?
Any advise would be welcomed.
