Help, Use Bins

I am having trouble on this.
I have 4 locations for inventory. I want to use bins only in the biggest one (24 stuffs). I don't want all the other locations use bin, they only have 1 stuff there and he knows where is everything.
1. If I check "Use bins", I have to use bins for every location.
2. When I receive a PO, I may have some back orders waiting for the items. I may fulfil them straight away before I put the items into bins. I find I have to put it into bins first before I can fulfil the orders.
Anyone knows how to solve the problems?
