Service for Resale?

Do most people make a PO for "Service for Resale" items?  We have items that are "Service for Resale" and are services that are purchased from a customer, but the service is provided by a vendor (essentially a drop-ship service).   We need them to transfer from a SO to a drop-ship PO, why doesn't NS allow the "Service for Resale" item to work like a drop-ship item?
