FedEx Labels in Bulk Running Together

We're printing integrated FedEx labels in PNG format in bulk from Print Transactions and Forms > Integrated Shipping Labels, and the labels are printing back to back instead of one per page. The last label only partially prints.

This apparently used to work one per page so that you could print in bulk. Did the new release create this change? I am not aware of a way to make a page break between these...
