Email tracking and packing list at time of shipping

Hello,

We currently have a work flow in place that sends out a copy of the packing list in pdf when we "ship" an order.  The standard email that is sent out at time of fulfillment, includes a simple message with tracking and can only be sent to one email.  With our work flow, a second email goes to all emails on account along with a custom message and copy of the packing list.

Is there a workflow / script that can send everything in one email to all emails on the customer's account?

Please assist.
