Forecast report shows only this month's unbilled Sales Orders

I am running the native Forecast by Sales Rep Detail report which should show all unbilled sales orders -- this period and all previous periods -- but only the SOs created in the given period appear. Is there a setting somewhere that needs to be set to get all unbilled SOs?
