pdf for download on website - not working

i want customers to be able to download our pdf catalog from our website but I'm having a problem.  I created a site category and put the pdf in the file cabinet pdf templates folder and am using a picture as the clickable link - it works fine on my computer but every other computer says the page is not available - i've copied the url code of the pdf several times and still it's not working????? do i need to put the pdf in another place?  is it because it's an https url?
