Why can I not 'disallow' Customer Registration?

I do not want customers registering for themselves. Both the label help and the PDF Help guide states that I have three choices for customer registration: anonymous, required, and disallowed. Yet when I go to setup I only see anonymous and required in the drop down selection.

I do not want customers setting themselves up on their own. We want to control who gets set up and what password they are given.

Can someone help me with why I can't see this option to set (am very surprised that the default is to allow anyway...)
