In-State Sales Tax on Web Orders Not Charged

Everything worked fine until the upgrade with version 2007.0.  Not sure why, but the web store is no longer charging tax on in-state sales for new customers.  Everything seems to be set up correctly on the "Set Up Taxes" page.  Any thoughts?
