Allowing Online Shoppers to Select "Partial Shipments Ok" During Checkout

Anyone know how to allow an online shopper to select a checkbox stating "Partial Shipments Ok" when they know their entire order is not in-stock?  It would have to directly sync with the "Ship Complete" checkbox on the Sales Order.  By default, we have all orders marked ship complete.  However, it would be nice for an online order to have the option.  Thoughts?
