Gift Certificates and Promo Code double-use possibility...

We are setting up gift certs currently and the possibility of somebody doubling up on promocode use has occurred to me...  if we issue a 5% off promocode, somebody could potentially get 10% off by buying themselves a GC with the code, then using the code and GC together.

Is there a simple way to disallow promocodes from applying to Gift Certificates?  If not, I think there should be...
