Discount Price Level

I am having trouble on this. Any help is greatly appreciated.
Some of our customers have discount level 5% for all the product. They then have 2% more discount if they shop on line. If they fax us the order let our account manager enter  it, they will get only 5% discount. If they enter order in our website themself, they get 7% discount. All of our competitors use this to encourage customers shop on line.

How do I set up in Netsuite?
