Customer Center Access - Bulk Update and Email Notification

Is there a way to bulk update our customers, contacts, and leads to give online access and enter a temporary password?  I would assume the import feature will work for this, but I do not see anything for give online access.

I would then like to do a bulk mailing to notify our customers of online access.  Is this possible?
