Website Home page refusing to Display banner

Website Home Page (Welcome Page) refuses to display <banner5.swf> - Have checked swf file and it is not corrupted - Have checked NS URLs and they are correct and matching at both the "Welcome Tab" and at the Banner5.swf file located in the Images directory in the File Cabinet - Have deleted original Welcome page tab and recreated same, but problem persists.

Any ideas or questions appreciated
