IF condition THEN tag1 ELSE tag2

I am trying to display the appropriate site navigation menus in the shopping cart for the section of the website the visitor last used.

I need a conditional, but reading through the forum leads me to believe that conditionals don't exist for tags.

If there isn't a way I would like to suggest one... how about letting tag substitution have conditional fields

TAG 

    <SOMETAG>

CONDITION LOGIC (default would be ALWAYS to maintain current behavior)

one example option:    IF SUBJECT CONTAINS TARGET 

CONDITION SUBJECT

    getCurrentAttribute('request','cookies')

CONDITION TARGET

    'outdoorSection'

SUBSTITUTION VALUE

    <OUTDOOR_HEADER>

DEFAULT VALUE

    <INDOOR_HEADER>
