Custom item

The custom item I want to sell is made up of several different parts. I want the person buying this item to be able to select different options (which are made up of part numbers) to create what they want.

For example say I want to group 20 parts together but you only need 4 from each category to make up the overall product. Would I need to make a matrix item, a kit or is this even possible to make?
